Job Summary:
To provide diversified
administrative, clerical, and technical assistance as well as supportive, age
specific, and developmentally appropriate patient care functions for assigned
clinical area within the correctional healthcare facility through electronic
information systems management, delegated medical tasking, medical records
processing, or materials inventory / procurement activities. These functions are
performed based upon the appropriate standards, policies / procedures and
security considerations of UTMB CMC and TDCJ.
Major Duties / Critical Tasks:
General Position
Operational Functions:
- Staff members selected
into this position might perform any of, or potentially all of the following
functions based on the specific needs of the facility they are assigned to:
Administrative Type
Functions:
- Operates personal
computers to enter and assimilate data, generate reports, draft routine
correspondence, and develop special administrative analyses upon request.
- Performs facility
administrative support tasks including but not limited to filing, opening
and distributing mail, faxing information, and typing correspondence.
- Executes some degree of
complex administrative support duties involving the exercise of independent
judgment giving general directions and supervision.
- Operates data entry
system for entry and receipt of daily referrals for ancillary clinics,
pharmacy, and daily medical releases within the TDCJ classification system.
- Enters appointments in
system for off-site specialty care and maintains tracking system to assure
all off-site clinic appointments are completed.
- Answers phone calls and
adjudicates each call to the appropriate entity.
Delegated Medical Tasking
Functions:
- Assists with patient
flow within assigned outpatient clinic setting.
- Responds in a timely
manner to call-lights
- Obtains vital signs
- Uses aseptic technique
and infection control measures in the performance of duties.
- Accurately collects
excretory specimens, such as urine and feces.
- Obtains blood samples
by venipuncture.
- Accurately performs
tests, such as basic urine chemistry using chemical strips, guaiac, pH,
blood glucose, UPT, and hemocult.

- Measures and records
intake and output as ordered.
- Prepares and assists
patients undergoing treatments, examinations, and procedures.
- Recognizes patient care
priorities, treatment plan, objectives, and potential crisis.
- Under direction of
physician, provides other treatments and care to patients appropriate to
training.
- Accurately documents /
communicates interventions and measurements.
- Communicates relevant
information to appropriate health care provider.
- Under supervision,
completes accurate, concise, and legible documentation on patient clinic
record.
- Practices principles of
patient and employee confidentiality.
- Utilizes available
resources and seeks assistance in dealing with ethical dilemmas, as
appropriate.
- Consistently
communicates in a professional and courteous manner.
- Prioritizes and
completes all work in an effective and efficient manner.
- Demonstrates
initiative, resourcefulness, and flexibility.
- Effectively and
efficiently uses time, equipment, and supplies
- With direction, remains
calm and purposeful and responds in an appropriate, professional manner in
emergent or chaotic situations.
- Remains current on all
in-service / education / credentials / certification requirements for
position, as appropriate.
- Provides support and
assistance, as appropriate.
Medical Record Type
Functions:
- Retrieves, assists in
retrieving and maintains a tracking system for all medical record charts
located on the facility.
- Reviews medical records
upon return for completeness and accuracy.
- Files medical records
and loose-leaf record elements (x-rays, copies, etc.) upon completion of
use.
Materials Management Type
Functions:
- Receives, stores,
distributes and inventories materials (including but not limited to narcotic
based medicines and medical supplies) by conveying materials from receiving
area to storage or to other designated areas.
- Maintains proper
inventory levels and stock records in a facility supply storeroom or
warehouse.
- Fills requisitions,
work orders or supplies requests, and returns expired/unused supplies to
vendors for credit.
- Check contents received
against invoices and purchase orders and reports discrepancies.
- Maintains facility
equipment and executes work orders as necessary.
- Conducts facility
supply inventory and maintains supply audit trail.
- Adheres to internal
controls established for department and Correctional Managed Care.
- Performs related duties
as required.
Required Education / Experience:
Applicant must meet one of
the following requirements:
Applicant shall be a
graduate of a:
- Medical assistant
program accredited by an organization approved by the US Department of
Education.
- Medical assistant
program in an institution accredited by a Regional Accrediting Commission or
by a national accrediting organization approved by the US Department of
Education.
- Formal medical services
training program of the United States Armed Forces.
OR
- Applicant shall have
been employed in the profession of Medical Assisting for a minimum of five
(5) years, no more than two (2) years of which may have been as an
instructor in a postsecondary medical assistant program.
AND
- Applicant shall be a
high school graduate or equivalent.
- Applicant must obtain
certification through American Association of Medical Assistants (AAMA) or
Registered Medical Assistants (RMA) through American Medical Technologist
(AMT) within 12 months of employment.
Equipment:
Standard office equipment
and related supplies. Mechanical devices.
Working Environment:
- Work environment is
located in a comfortable indoor area.
- Conditions such as
noise, odors, cramped work space and/or fumes could sometimes cause
discomfort.
- Moderate to extreme
physical effort may be required, such as walking, standing, performing CPR,
and lifting materials, equipment, objects, and/or patients.
- Occasional lifting may
be heavy and awkward, over 50 lbs.
- Vision, hearing,
talking, and sense of touch abilities must be adequate to enable one to
quickly and accurately perform tasks such as reading small print, reading
from monitoring equipment, defining details, sending and receiving clear and
accurate oral communication.
- Frequent periods of
concentrated or focused attention will be needed to interpret visual,
auditory, and sensory inputs.
- Rotating shifts may be
required.
- Alertness and careful
attention to detail will be required to avoid injury.
- May be exposed to such
occupational hazards as communicable diseases, radiation, chemotherapeutic
agents, and disoriented or combative patients.
- Administrative/clinical
office setting within a correctional facility.
- Responsible for
design/execution/effectiveness of a system of internal controls which
provide reasonable assurance that operations are effective and efficient,
assets are safeguarded, financial information is reliable, and applicable
laws, regulations, policies, and procedures are complied with.
Other:
Specific job requirements or physical location of some positions allocated to
this classification, may render this position security sensitive, and thereby
subject to the provisions of Section 51.215, Texas Education Code.
Any
qualifications to be considered as equivalents in lieu of stated minimums
require the prior approval of the Chief Human Resources Officer.
