Job Summary:
Performs highly
responsible staff functions associated with administration and structure of the
Physically Handicapped Offender Program (PHOP). Responsible for system-wide
supervision of case management staff. Coordinates PHOP activities with CMC-ID,
this position is administratively supervised by the Director of Clinical
Programs, with extensive latitude for exercising initiative and independent
judgment.
Major Duties / Critical Tasks:
- Contributes to the
success of UTMB Managed Care Organization.
- Ensures compliance with
the PHOP plan and related policies and procedures.
- Coordinates a
system-wide program providing services to offenders who are vision, hearing,
speech or mobility disabled.
- Coordinates program
activities with the PHOP Clinical Director, PT/OT Coordinator, and unit
administrators, including wardens, medical directors, health administrators,
and Windham School System administrators.
- Develops and implements
policies and procedures in compliance with UTMB/TDCJ Managed Health Care's
policies and procedures; and state and federal law.
- Plans and implements
quality control programs.
- Monitors and analyzes
statistical data, and takes action as required to resolve identified
problems.
- Reviews and supervises
the performance of program case management staff, vocational rehabilitation
teachers, rehabilitation counselors, orientation and mobility instructor and
sign language interpreter.
- Provides administrative
oversight to the contract speech therapist.
- Coordinates with
Department of Education and Professional Development and provides as
required in-service training to UTMB/TDCJ Managed Health Care staff and TDCJ-IUD
staff.
- Reviews and recommends
approval/disapproval of all requests for supplies required by PHOP case
management staff.
- Recommends hiring and
termination of all supervised employees; and develops job descriptions.
- Monitors facility
compliance with the Americans with Disabilities Act Accessibility
Guidelines.
- Performs related duties
as required.
Required Education / Experience:
Bachelor's or graduate
degree from an accredited college or university with five years work experience
in the delivery of service to persons with disabilities. The degree must be in a
behavior science field, or a degree which includes work in sociology,
psychology, education or other human services curriculum. Experience must
include supervision.
Equipment:
Standard clinical correctional facility equipment.
Working Environment:
Standard hospital, clinical and/or office
environment within a correctional managed care facility.

subject to the provisions of Section 51.215, Texas Education Code.
Any
qualifications to be considered as equivalents in lieu of stated minimums
