JOB SUMMARY:
Serves to provide support in the analysis of
institutional activities related to UTMB’s Privacy Office, HIPAA compliance and
other compliance related matters.
Assists in integrating initiatives across the institution to effectively
allocate and coordinate limited resources and subject matter knowledge, manage
internal and external communications, and rapidly resolve business, technical,
and project issues. Additionally, the centralized function will identify any
future initiatives that may be impacted by privacy standards and ensure they are
coordinated.
ESSENTIAL JOB FUNCTIONS:
- Assist with and coordinate the
completion of the privacy projects. Provide project management level
guidance to EDI, Privacy and Security work group leaders. Ensure that high
risk area quarterly reports are properly generated and sent to the Office of
Institutional Compliance. Read and evaluate the reports for quality of
content and achievement of objectives. Provide feedback to high risk areas
regarding quality of content and goals that need to be met.
- Develop and implement
communications plans for privacy projects, including a mechanism to
communicate information work by project teams to other interested parties.
- Develop and maintain
detailed project plans and assist HIPAA work group leaders in the
development of individual project plans.
- Makes recommendations regarding
resources.
- Monitor risks and issues for privacy
initiatives.
- Prepare executive
summaries or briefings on the status of privacy initiatives.
- Provide technical
leadership to others through project management or ongoing consulting.

Participate
or lead cross-functional project teams for privacy initiatives.
- Identifies priorities
of work to be performed both on a daily basis as well as long term strategic
projects. The capability to make correct assessments of problems and to take
the appropriate corrective actions is critical.

Must
detect and solve a wide range of difficult problems in an imaginative and
practical way through either project leadership and/or other forms of
technical leadership.
- Provides support to the
institution’s privacy office, the compliance program, committees, work
groups, and task forces charged with creating and implementing an
enterprise-wide privacy program.
- Collaborates with other designated
individuals to ensure policies and procedures relating to cyber privacy and
security are developed and implemented for the institution’s hardware,
software, and telecommunications systems
- Collaborates with other departments,
such as legal counsel, institutional compliance, human resources,
accounting, Information Technology/Information Services, registration,
medical records, and medical services to ensure compliance with specific
privacy requirements.
- Monitors departmental systems
development and operations for security and privacy compliance.
- Monitors business partner associate
contracts and business associate adherence to relevant laws, regulations,
and institutional policies having to do with privacy, security, and the
protection of health information.
- Provides support for the development of
institutional privacy policies and procedures that encompass applicable
federal and state regulations.
- Assists in responding to and
investigating complaints from the institutional complaint process found
within the privacy program.
- Monitors all new legislative and
regulatory privacy activity both on the federal, state and local levels.
- Assists and in some instances may
participate in the education of UTMB’s workforce related to privacy matters.
- Provide support for the planning,
design, and evaluation of the organization’s privacy and security related
projects.
- Coordinates the development of privacy
risk assessment policies and procedures designed to measure the performance
and quality of the institution’s privacy program.
- Adheres to internal controls and
reporting structure.

REQUIRED EDUCATION / EXPERIENCE:
Bachelor’s degree or equivalent and five years
related experience.
