JOB SUMMARY:

Assists the Director in planning, coordinating and evaluating all activities associated with Recruitment Services. Initiates actions or contributes to the design, development and implementation of human resources programs, policies and practices.  Functions autonomously in front line management role in partnership with HR departmental and institutional leadership and with key customers.

ESSENTIAL JOB FUNCTIONS:

·         Directs a functional recruiter team in a coordinated and informed effort to meet recruitment service level agreements for department customers.

·         Supervises recruiters and support staff and provides expert level consultation, guidance and direction in recruitment using knowledge of multiple subject areas of human resources, in interactions with other HR professionals, institutional leadership and customers.

·         Serves as a mentor to other HR consultants.  Shares expertise in recruitment policies and practices in addition to applying broader HR knowledge to project management.

·         Keeps the recruiter group updated on changes or critical issues supporting departmental and institutional strategies.

·         Develops and updates recruitment related policies and procedures.

·         Provides training, gives performance feedback; and participates in staffing decisions related to hiring or retention needs within the division.

·         Consults with recruiter identifying pay or HR policy issues that are a hindrance to hiring and/or retention efforts for hiring departments.

·         Liaisons with Employee Relation and Compensation Consultants to share policy or data changes with the recruiter group.

·         Maintains strong relationships with key customers and institutional leadership to ensure a clear understanding of UTMB direction. 

·         Assigns special projects and involves staff in varied activities such as job fairs and career counseling for employees, spouses, or persons referred for job search help by leadership.

·         Coordinates job search assistance for trailing spouses, initiating non-employee nondisclosure security access for TAM, and assigning to appropriate recruiter.

·         Leads recruitment staff meetings twice per month, setting agenda and maintaining consistent communications among all staff.

·         Assists the Recruitment director with review of contracts, maintaining community partnerships or representing the recruitment division in various ways.

·         Develops and reviews necessary updates to written recruitment and selection procedures and materials on the web and other communications to hiring management.

·         Develops training materials and/or presentations for customers.

·         Directs and maintains working relations and communications with WorkSource management and staff in their employment partnership with UTMB.

·         Acts as subject matter expert on HCM and TAM applications.

·         Serves on IS Change Management team to identify problems and request improvements in PeopleSoft TAM application for all external and internal users. 

·         Coordinates with HR Workforce Solutions & Analytics team on technical problems and applicant tracking system improvements.

·         Requests reports of recruitment related data from the HR Workforce Solutions & Analytics team.

·         Works with IS DataMart team on creation of TAM reports.

·         Conducts customer surveys using WISCO software and produce reports for leader review.

  • Adheres to internal controls and reporting structure.

REQUIRED EDUCATION / EXPERIENCE:

Bachelor’s degree and 6 years of progressive experience in Human Resources.

EQUIPMENT:

Standard office equipment.

WORKING ENVIRONMENT/LOCATION OF POSITION:

Standard office environment at UTMB’s main campus or other location.
