Job Summary:

To provide professional advisory, technical and administrative skills to manage the daily operations of a Purchasing and/or Contracts Management work group and to implement systems to ensure the efficient acquisition of supplies, materials, equipment and services in compliance with applicable laws, rules, regulations, policies and procedures.

 

Major Duties / Critical Tasks:

  • Provides technical and process based expertise.

  • Performs buying/purchasing responsibilities, develops detailed bid and/or proposal specifications and related documents, conducts negotiations, and approves/executes purchase orders and related documents.

  • Develops and maintains effective relationships with internal and external customers and serves as a principal liaison between customers and operations.

  • Coordinates bidding and proposal processes.

  • Develop programs, policies and procedures to monitor supplier performance and fulfillment of contract obligations.

  • Analyzes and recommends medium to long term plans for restructuring processes to support institutional and departmental business strategies.

  • Assists with operational planning, as well as organizing, staffing, and supervising of assigned staff members.

  • Assist customers in supply planning and utilization management, recommending and assisting in implementing systems as required to make the supply chain more efficient and effective.

  • Assists in activities related to the University’s Historically Underutilized Business (HUB) Program.

  • Assists with developing and implementing internal policies and procedures to facilitate and expedite the acquisition of supplies, equipment, and services.

  • Assists in the design, execution, and effectiveness of a system of internal controls with reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and are in compliance with applicable laws, regulations, and policies.

  • Coordinates staff development and training, including the compilation of a variety of instructional materials for use within work group and among institutional customer departments.

  • Monitors and evaluates performance of staff and operations and implements corrective actions as necessary and appropriate.

  • Provides leadership in utilization of office technologies to enhance operational productivity/efficiency.

  • Performs other duties as assigned.

  • Adheres to internal controls and reporting structure.

 

Required Education / Experience:

Bachelor's degree in Business Administration or in related field; 7 years related experience, including 3 years at a supervisory level; and CPM, CPPO, or CTPM certification within 18 months of appointment in title.

 

Knowledge, Skills and Abilities:

  • Knowledge of: management principles; purchasing, supply management, and contract management methodologies and techniques; computerized purchasing operations; various application software such as Microsoft Word, Excel, Powerpoint, and electronic mail.

  • Familiar with use and development of computer applications such as Internet, Intranet, Worldwide Web sites, mainframe applications, and inquiry systems.

  • Ability to develop detailed specifications, bid documents, and/or requests for proposals. Working knowledge of Uniform Commercial Code and legal theories pertaining to business contracts. Demonstrated ability to make group presentations and capable of occasional public speaking at various vendor related activities.

  • Ability to work in a team based environment contributing ideas, participating in team decisions, and achieving team outcomes

  • Leadership, management, and supervisory skills; team building and coaching skills;

  • Customer service skills; verbal and written communication skills, and interpersonal and employee development skills.

  • Ability to develop training materials, detailed specifications, and operational policies and procedures.

  • Ability to effectively work with programming staff to generate and/or achieve modifications to reporting programs as necessary.
