JOB SUMMARY:

To provide professional advisory, technical and administrative skills, supervise the daily operations of assigned buying team(s), and ensure the efficient acquisition of supplies, materials, equipment and services in compliance with applicable laws, rules, regulations, policies and procedures.

ESSENTIAL JOB FUNCTIONS:

  • Provides technical and process based expertise.
  • Performs buying/purchasing responsibilities, develops detailed bid and/or proposal specifications and related documents, conducts negotiations, and approves/executes purchase orders and related documents.
  • Develops and maintains effective relationships with internal and external customers and serves as a principal liaison between customers and operations.
  • Coordinates bidding and proposal processes.
  • Monitors daily work activity and productivity of assigned team(s)
  • Assists with operational planning, as well as organizing, staffing, and supervising assigned staff members.
  • Assist customers in supply planning and utilization management, recommending and assisting in implementing systems as required to ensure the supply chain is efficient and effective.
  • Assists in activities related to the University’s Historically Underutilized Business (HUB) Program.
  • Assists with developing and implementing internal policies and procedures to facilitate and expedite the acquisition of supplies, equipment, and services.
  • Assists in the design, execution, and effectiveness of a system of internal controls with reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and are in compliance with applicable laws, regulations, and policies.
  • Coordinates staff development and training, including the compilation of a variety of instructional materials for use within work group
  • Monitors and evaluates performance of staff and operations, and implements corrective actions as necessary and appropriate.
  • Ensures and provides support for commodity based reporting  and data analytics
  • Adheres to internal controls and reporting structure.

MARGINAL OR PERIODIC JOB FUNCTIONS:

  • Performs related duties as required.

REQUIRED EDUCATION / EXPERIENCE:

Bachelor’s degree in Business Administration or related field and five (5) years related experience with one (1) year at a lead/supervisory level; C.P.M., C.P.P.O., or CTPM certification within 18 months of appointment in title.

EQUIPMENT:

Standard office equipment.

WORKING ENVIRONMENT/LOCATION OF POSITION:

Standard office environments.
