JOB SUMMARY:

Responsible for the direction, promotion and administration of an aggressive and effective Minority/Women Owned Business Enterprise program at UTMB that meets both state requirements (HUB) and federal guidelines (SB/SDB).

 

ESSENTIAL JOB FUNCTIONS:

  • Manages all activities related to the State & Federal Small Business Program including development, implementation and ongoing administration. 

  • Manages the personnel assigned to the Supplier Diversity Programs (HUB & Federal Small Business) including the responsibility for hiring, terminating and evaluating staff. 

  • Interacts with and seeks to establish and maintain effective working relationships with the minority business community.

  • Represents UTMB in professional and civic organizations, committees and groups which interface with and generally support the minority and women/owned business community. 

  • Responsible for promoting the program internally and externally.

  • Develops and implements external opportunities for educating and training HUB and small business concern vendors to help them understand UTMB policies and practices. 

  • Communicate and promote the HUB & Federal Small Business Program to the HUB and small business concern community, the general public, and within UTMB.

  • Develops policies and procedures related to the HUB and Federal Small business program and state rules and regulations.

  • Conducts seminars, speaks with local business organizations, chambers of commerce, and participates in trade shows designed to foster interaction between the campus community and HUB Suppliers and Federal Small Business concerns.

  • Reviews contracts and bids for mandatory clauses, correct format, and ensures all HUB and Federal Small business concerns policies and procedures are complied with.

  • Prepares and submits with the UTMB compliance officer the semi-annual HUB report to the Texas Procurement and Support Services (TPASS).

  • Manages UTMB’s Mentor-Protégé Program in compliance with TPASS rules. 

  • Attends pre-bid conferences to explain the HUB Program and encourages utilization of HUBS 

  • Manages and oversees HUB subcontracting plans on large dollar procurements (over $100,000).

  • Oversees Federal contract compliance.

  • Works closely with state and federal agencies to provide uniformity in procedures relating to the HUB and Federal Small Business Program.

  • Assists HUB and small business concerns with understanding the certification process for each program.

  • Manages audits of HUB and Federal contract compliance.

  • Adheres to internal controls and reporting structure

 

MARGINAL OR PERIODIC JOB FUNCTIONS:

  • Performs related duties as required.

 

REQUIRED EDUCATION / EXPERIENCE:

Bachelors degree in related field or equivalent and four years related experience. 

 

EQUIPMENT:

Standard office equipment.

 

WORKING ENVIRONMENT/LOCATION OF POSITION:

Standard office environment.  Requires extensive travel.
